Fees and lateness are separate
The regulations define transactions broadly, including filings, applications, declarations and accessing register information. Failure to pay a prescribed fee can result in refusal to process the transaction. A late-filing penalty is payable in addition to the filing fee, with the two amounts located in separate schedules. The Registrar directs payment methods and has powers concerning waiver, refund or remission.
