Made on 21 December 2015, this notification assigns 3 January 2016 to its listed amendments, including section 2 and specified parts of sections 10, 11, 14 and 17, together with section 16. It complements the earlier commencement instrument but operates through its own explicit list. It does not state that every previously reserved provision starts on that date.
