ICA’s answer explained
Adults collect personally at ICA or SingPost. For a child under 16 at application, an authorised adult may accompany the child at ICA with their IC and the consenting parent’s signed authorisation. At SingPost the consenting applicant parent must attend; another person cannot substitute.
