Purpose of a Special Pass
An ICA Special Pass/e-Special Pass regularises a foreigner’s stay for a specific purpose, such as investigation, court attendance or a stateless resident’s situation. The purpose and permitted stay must be checked on the document. It is not an unrestricted residence or work permission.
Validity and work
For an ICA-issued physical card, the expiry is printed in red on the back. An ICA e-SP’s last day can be checked on the document or the e-Pass Enquiry Portal. Holders generally cannot work; ICA notes a separate consent arrangement for stateless residents. Do not infer a work right from possession of a Special Pass.
Rental and expiry
A holder with lawful stay may rent subject to the relevant housing rules, but a landlord still checks the original passport and pass and verifies validity. An expired pass with continued stay makes the person an overstayer; do not treat a previously issued card as proof of current lawful stay.
