CRS Registration and FATCA Information: Reporting Year and Contact Authority

The 2021 CRS/FATCA registration guide distinguishes institution, fund-manager and trustee routes and explains first-year, GIIN and contact-authority evidence.

Prepare the right registration route

The 9 October 2021 guide estimates ten minutes. Prepare the FI’s identification or trustee identification for a trust, the point of contact’s identification/contact details, and contact-authority letter. The first route covers an FI with a Singapore tax reference and a trust reported for by its fund manager. The second covers a trust whose trustee reports on its behalf. The initial questions establish whether the FI has a Singapore tax reference and whether the trustee route applies.

FI identification and reporting year

For an identified FI, select the appropriate ID type, enter the Singapore tax reference, and choose CRS registration and/or provision of FATCA information. Enter each first reporting year: the first calendar year the entity becomes a reporting SGFI and subject to that regime’s reporting/due-diligence obligations. In the trustee route, a trust without a Singapore tax number supplies its name instead. The example year 2017 explains the definition, not a universal registration year.

FATCA GIIN entries

If FATCA information is selected, supply sponsor GIIN and/or FI GIIN as applicable. GIIN is assigned by the US IRS through FATCA financial-institution registration. A sponsor accepting FATCA reporting duties provides its GIIN in the sponsor field. For a sponsored closely held investment vehicle, also put the sponsor’s GIIN in the FI GIIN field as instructed.

Institution point of contact

Give the authorised individual’s NRIC/FIN/ASGD or passport number and issuing country if there is no local tax reference, plus name, designation, email, mobile and office numbers. IRAS approaches this person on AEOI matters. Upload the appropriate FI or trustee contact letter, maximum 2MB; the screenshot accepts PDF. Declare authority to submit and accuracy/completeness, then provide declarant name, designation, contact, email and verification code.

Trustee branch and supporting documents

Select individual or non-individual trustee and enter trustee details. The non-individual example includes Singapore tax-reference type/number, name, email, office and fax fields. A non-individual trustee supplies an authorised contact with identification and contact particulars. Upload the trustee deed/agreement and the trustee POC’s authorisation letter within the stated 2MB limit. An individual trustee does not require a POC authorisation letter, but that exception does not remove the deed/agreement requirement.

Submission evidence

Tick both declarations, complete the declarant information, submit and confirm Yes to proceed or No to cancel. Successful CRS registration/FATCA-information submission produces an acknowledgement that can be saved as PDF or printed. The guide describes submission evidence; keep it rather than assuming completion of this screen independently establishes every reporting obligation or US registration requirement.
