Why the transition grant was introduced
The Beverage Container Return Scheme followed a 2019 recommendation from the #RecycleRight Citizens’ Workgroup to improve container recycling and reduce waste disposal. MSE and NEA subsequently worked with industry and the public on the local scheme. The circular recognises different transition costs depending on processing, routes to market, production or import volumes, with particular logistical challenges for importers and smaller producers.
Eligibility, amount and validity
All producers registered under BCRS automatically receive the grant through BCRS Ltd; no grant application is required. The cap is S$2,500 per producer and the grant is valid until 30 September 2027, described as one year after the transition period ends. This is a limit per producer, rather than separate allowances for each product or each expense type.
Three covered cost categories
The grant covers product registration fees, producer fees and scheme sticker costs. For product registration and producer fees, producers need take no extra action: BCRS Ltd deducts the grant at billing and invoices only the remaining balance. The circular does not describe a general cash payment for unrestricted business expenses.
Sticker claims and opting out
For scheme sticker costs, producers can email [email protected] to request reimbursement. The circular states that claims would be processed with the first payment by March 2026; that is the timetable announced in January 2026, not a new future deadline. Producers wishing to decline the grant can write to the same address to opt out.
