Bilateral activation within a multilateral framework
Signing alone does not activate exchanges with every participant. Authorities notify domestic CARF implementation dates, reciprocal or non-reciprocal status, safeguards, any alternative transmission method and intended partners. Matching notifications and the underlying administrative-assistance Convention determine when a bilateral relationship is effective. The declaration in this copy is a model, not proof that a named Singapore partner has already begun exchanging.
Exchange annual data and resolve failures
Reportable-user identity and aggregate relevant-transaction information are exchanged under a common schema within nine months after the reporting year when both domestic regimes require it. The OECD Common Transmission System is the default, subject to notified alternatives and encryption standards. Authorities cooperate on errors; confidentiality breaches are notified through the secretariat to affected partners. Domestic providers still follow local registration, due diligence and filing deadlines. Singapore’s 2027 commencement and first 2028 exchange cycle must be read separately from this undated model.
