OECD CRS FAQ: December 2025 Clarifications

Report account information correctly

Equity values use the institution most frequently determined valuation basis where no routine recalculation exists. Excluded accounts are excluded from financial-account aggregation. A legal mononym uses NFN in the first-name field and the name in the surname field. A trust-account closure reports the closure and gross payments. Entity-settlor controlling persons are considered in subsequent years, not only the settlement year.

Use the correct interpretative layer

The FAQ clarifies TIN collection, passive-NFE look-through, valid self-certifications and amended-CRS matters. A reporting FI in an ownership chain does not by itself eliminate identification of an ultimate controlling person of a passive NFE. Read OECD answers with Singapore regulations and the wider approach; some answers expressly depend on domestic law. The amended label does not establish that a 2027 Singapore change was already effective when this FAQ was published.
