Test the preceding-year group revenue

A Singapore MNE group with foreign operations is generally in scope when its preceding-year consolidated revenue is at least S$1,125 million. The ultimate parent is the reporting entity; ordinary local constituents of a foreign-headed group do not become Singapore notification filers merely because they belong to the group. From FY 2022, threshold revenue includes extraordinary income and investment gains. The report aggregates jurisdiction-wide revenue, profit, tax, employees and assets and lists constituent entities and activities.

Notify first, file later and keep evidence

For FY 2022 onwards, notify within three months after year-end; the CbC report is due within twelve months. Provide the reporting entity identity, period, eligibility declaration and authorised contacts electronically. Retain preparation records for five years after the reporting period. The report supplements group/entity transfer-pricing documentation and supports high-level risk assessment; it is not conclusive proof of an arm’s-length price and must not substitute for detailed transaction analysis.
