Historical package and funding

Budget 2020 set asideS$6 b, withS$640 m added in Budget 2022 for the statedS$6.6 b package to cushion GST increases. The source says further enhancement was planned for Budget 2023. It summarises cash,Seniors’Bonus,U-Save,MediSave and CDC vouchers, plusS$12 m over four years for CDAC,Mendaki,SINDA and Eurasian Association andS$5 m over five years for the CCC ComCare Fund. Amounts below preserve this historical version.

Cash eligibility and five payments

Singaporeans aged 21 orabove in each reference year receive December payments 2022–2026(reference years 2023–2027). For 0–1 property andAI≤S$34,000,the five amounts are 200/400/400/400/200,totalS$1,600. ForAIover 34,000 up to 100,000:150/250/250/250/150,total 1,050. ForAIover 100,000:100/200/200/100/100,total 700. Owningmorethanone property gives that same 700 schedule regardless of AI. AI includes taxable trade/business/professional,employment and rental income; it and ownership are means proxies.

Seniors’ Bonus thresholds and amounts

Eligibility requires citizen age 55 orabove,AI≤S$34,000,homeAV≤S$21,000 and no more thanone property. February 2023,2024,2025 payments each areS$250 forages 55–64 withAV≤13,000(total 750),S$300 for 65+with that AV(total 900),orS$200 for either age group withAVover 13,000 up to 21,000(total 600). Multiple-property owners are ineligible.

U-Save household eligibility

Only HDB households qualify. An owner-occupied or partly rented owner-occupied flat must have at leastone citizen owner/occupier; whole-flat tenants need at leastone citizen tenant. Immediate family living together must not own or have interests in more thanone property. One benefit is issued per eligible flat, based on type. No sign-up is needed; credits go automatically to utilities with regular U-Save.

U-Save amounts, use and regular comparison

For 1–2 room/3 room/4 room/5 room/executive-multigeneration,respective 2023 and 2026 additionalcredits are 95/85/75/65/55;2024 and 2025 are 190/170/150/130/110. Four-year totals are 570/510/450/390/330. The separate permanentU-Save row shows 380/340/300/260/220; regular 2022 credits were spread acrossApril,July,October 2022 andJanuary 2023. Additional credits are not cashable, only offset utilities and carry forward unused balance.

MediSave top-ups

Citizens aged 20 and below or 55 and above receiveS$150 each inFebruary 2023,2024,2025,total 450,automatically credited to MediSave. Eligibility is expressed by age in payout year. It is an account top-up, separate from cash and utilities benefits.

CDC vouchers and October 2022 addition

All Singaporean households get two original AP tranches ofS$200 in 2023 and 2024,total 400. A separate October 2022 S$1.5b support package addsS$100 in 2023,so the table shows 2023 S$300 and 2024 S$200,total 500. Do not describe the entire 500 as solely from original AP. Eligible households receive a claim letter; one member claims at go.gov.sg/cdcv with valid Singpass and smartphone.

Vouchers are used at participating neighbourhood merchants,hawkers andsupermarkets. Teal CDC decals identify merchants/hawkers andyellow CDC supermarket decals identify supermarkets; locations are at go.gov.sg/cdcvouchers.
