2014 Singapore–US FATCA Agreement: Original Model 1 Framework

Domestic reporting followed by exchange

Singapore institutions identify US reportable holders and relevant controlling persons under Annex I, report to the Singapore authority, and IRAS exchanges with the IRS. Article 2 covers identifiers, account balance or value, and account-type-specific income and gross proceeds. Annex II identifies conditional non-reporting institutions and excluded accounts, rather than exempting every local institution. FATCA registration and applicable withholding-agent obligations remain relevant to compliance treatment.

Use it for the correct reporting years

The original schedule reports basic information for 2014, adds most payments for 2015 and gross proceeds from 2016. Authority exchanges normally occur within nine months after year-end. The reciprocal 2018 agreement superseded this instrument from its 2021 entry into force, while earlier-year exchanges and confidentiality provisions remain governed by the original framework.
