Research & Development (R&D) Tax Measures

R&D deductions require a qualifying scientific or technological project and the taxpayer’s beneficial participation.

Key requirements

A qualifying project has a defined knowledge, product or process objective, novelty or technical risk, and a systematic investigative and experimental study. Routine upgrades and excluded activities do not qualify merely because staff describe them as research. The claimant generally bears the financial burden and can commercially exploit the results; a service provider undertaking research only for a customer is not automatically eligible. For YAs 2024–2028, qualifying Singapore R&D can receive additional 300% deduction on the first S$400,000 of specified expenditure, with a different enhancement for the excess. Base and enhanced deductions cover different cost categories, and outsourced work uses specific rules. The EIS cash conversion alternative cannot duplicate a deduction on the same expenditure. Retain project objectives, experiments, results and expenditure evidence.
