The January 2026 Side-by-Side Package: Four Areas to Review

Approved on 5 January 2026, the package introduces simplifications, extends transitional CbCR relief, addresses substance-based incentives and sets out a Side-by-Side system.

Simplified rates and transitional relief

The Simplified ETR Safe Harbour uses reporting-package income and taxes with limited adjustments. The overview describes availability from 2027, or 2026 in certain circumstances. It also extends the Transitional CbCR Safe Harbour by one year, supporting a transition between the approaches. Eligibility restrictions and cross-border allocation remain part of the detailed framework.

Incentives and Side-by-Side eligibility

Separate chapters address qualified substance-based tax incentives and a substance cap, then the Side-by-Side and UPE Safe Harbours. Do not assume a global exemption for every group or jurisdiction. Confirm the recognised regime, fiscal year, election conditions and Singapore’s application. This is an independent guide to the OECD publication, not an OECD-endorsed statement.
