Who and what the credit covers
The employee must be a Singapore citizen or permanent resident, earn less than S$4,000 monthly and have been released within three years before employment. The scheme covers eligible hires from April 2023 through December 2028. Support is up to 20% of monthly wages, capped at S$600 per employee, for the first nine months of employment; the amount tapers for wages above S$3,000. Timely CPF contributions are required, and wages paid to specified business owners are excluded.
Application, payout and follow-up
Eligible recruitment through Yellow Ribbon Singapore and specified partner channels is assessed automatically. Other employers may apply to IRAS, with the annual hiring-year application deadline on 31 January of the following year. Payouts for January–December wages are made in May of the following year through GIRO or PayNow Corporate. Appeals must be lodged within the published two-month window, ordinarily by 31 July for a May payout. UEC is taxable revenue, and company recipients must declare it in their income tax return.
