Timing, fees and processing
The candidate applies. Issuance costs S$175 plus S$30 for an applicable Multiple Journey Visa. The introduction says around three weeks, while the detailed table and steps specify four weeks for most cases; document requests may extend this.
Apply no more than three months before intended travel. A previous holder must wait twelve months after last holding the pass. The stages are application, arrival preparation, issuance, registration if needed, digital setup and delivery.
Student and graduate evidence
Non-English university evidence needs an official English translation certified by the university. Upload PDF or JPEG files, each no larger than 2 MB, through the online portal.

Approval and IPA
Document requests and approved IPA are emailed. Pass validity is six months, but issuance must be within three months of IPA date. Request an IPA extension at least two weeks before expiry if issuance cannot be completed. Meet current travel requirements.
Issuance routes and payment
Be in Singapore for immediate issuance. A holder with Singpass or an EA uses EP eService and pays S$175 plus applicable S$30 by GIRO, Visa, Mastercard or Amex.
Without Singpass, book EPSC and bring the evidence. Pay by Visa, Mastercard, Amex, NETS or CashCard, activating overseas use for foreign-issued cards. The notification letter permits work/travel while awaiting the card, states registration requirements and lasts one month; request more registration time if necessary.
Issuance particulars
Provide passport details, Singapore contacts, current STVP/immigration pass, a residence meeting housing requirements, residential/office delivery address and up to three recipients’ mobile and NRIC/FIN/passport details.
Include the arrival passport page, IPA declaration and return ticket confirming departure by the end of six-month validity.
Registration and digital pass
If required, the holder or EA books EPSC registration within two weeks of issuance. Bring the original passport, appointment and notification letters and a local-number phone with Singpass/SGWorkPass. Fingerprints, photograph and Singpass registration are completed.
That day, sign in to SGWorkPass with Singpass for the digital work pass, employment information, status, expiry and services. Set up the digital pass even if registration is unnecessary.
Delivery and failed-delivery collection
Delivery follows within five working days of registration and verification, or verification alone if no registration is needed. SMS/email arrives at least one working day before. The holder shows passport/digital pass; authorised recipients show their own NRIC/FIN/passport. After five days, check uploads or ask the EA to check delivery in EP eService.
After two failed attempts, collect at EPSC three working days after the second attempt without an appointment. Bring original passport/digital pass and notification letter. A representative needs holder authorisation, their own NRIC/passport, holder’s original passport and notification letter.
