Applying for a Training Work Permit: Interim Approval and Issuance

The ten-day document deadline, arrival bond, two-week issuance, registration and delivery.

Source reviewed: 2026-10-12

Fees and processing

The employer applies. Application and issuance each cost S$35 per person. Interim approval takes one working day; the final outcome is within three weeks after complete documents. Submit all evidence within ten days of interim approval.

Stages are application, arrival/bond/address preparation, issuance, required registration, digital pass and delivery to the employer or authorised recipients.

Application and IPA checks

Apply online, pay S$35 by GIRO, Visa or Mastercard and upload scanned evidence through the online form by the deadline. Processing normally takes three weeks, potentially longer for further evidence.

View the result and print IPA/application form through myMOM > Work Passes > Quick Menu > View details. Check every passport particular; correct errors such as name spelling or entry may be denied.

Bond and insurance before and after arrival

Buy a bond for non-Malaysians and ensure the insurer submits details to MOM, taking up to three working days. It must be effective on arrival or entry is refused and the employer pays immediate return costs. Buy medical and applicable work-injury compensation insurance.

The worker prints IPA, satisfies travel requirements and shows it on arrival. Complete the Security Bond form after arrival: a proprietor/partner signs for sole proprietorship/partnership, or an ACRA-registered director for a private company. A director delegating to an employee must provide written authorisation to MOM.

Issuance deadline and notification

The worker must be in Singapore. Issue within two weeks of arrival; Malaysians must also meet the IPA-stated date. Provide details in Work Permit eService in myMOM and pay S$35 by GIRO, Visa or Mastercard for immediate processing.

Print the emailed notification letter for the worker. It lasts one month, permits work/travel while awaiting the card and states registration requirements. Request extension for additional registration time.

Issuance particulars and uploads

Provide passport, Singapore contacts, a housing-compliant residence, residential/office delivery address and up to three recipients’ mobiles and NRIC/FIN/passport details.

PDFs may include travel document, Electronic Visit Pass/Special Pass or other immigration evidence, signed Work Permit declaration and applicable Security Bond form. Employer declaration requires authorised HR or at least managerial-level signature.

Registration and digital work pass

If required, book MOMSC Hall C registration within one week of issuance. Bring original passport, appointment/notification letters and local-number phone with Singpass and SGWorkPass. Fingerprints, photograph and Singpass registration are completed.

That day sign in to SGWorkPass with Singpass for the digital pass, employment information, status, expiry and services before delivery. Set up the digital pass even without a MOMSC visit.

Delivery and collection

Delivery is within five working days of registration/verification, or verification alone if no registration. Recipients get SMS/email at least one working day before. Holder identification is passport/digital pass; representatives show their own NRIC/FIN/passport. If undelivered after five days, check documents and WP Online delivery status.

Collect at MOMSC Hall C service desk three working days after the second attempt, without an appointment. Bring worker’s original passport/digital pass and notification letter. Representatives need employer authorisation, their own NRIC/passport, worker’s original passport and notification letter.
