Overseas leave and non-return
Overseas leave needs at least seven consecutive days, capped at 60 days per calendar year, with no documents required. On return, select overseas leave and enter departure through return dates. For non-return, cancel a still-valid pass and select the non-return reason. After cancellation/revocation, the end date is the preceding day; after expiry, it is the expiry date itself.
Hospitalisation and custody
Hospitalisation leave must be certified by a Singapore-registered doctor from a local medical institution, capped at 60 days each year. The MC must show name/FIN, leave period, clinic/hospital, doctor and MC number. Police or embassy custody requires that organisation’s letter giving the custody dates.
Other three categories
Death requires a death certificate. For harbour-craft workers on a vessel leaving Singapore port for at least three consecutive days, provide the MPA declaration signed by the captain stating the onboard period. A Malaysian serving national service, usually three months, needs both the Malaysian authority’s service-period letter and completion certificate.
When to apply and receive decisions
Apply from the first day of the month after receiving the levy bill, within the stated one-year limit. The source’s historical example for March–April 2024 with a May bill permits submission from 1 June 2024 through 31 March 2025; check the actual eligible bill period rather than inventing a different end date. Requests normally process within 12 working days but inter-agency checks or further evidence can take longer. Individual outcomes update when available, followed by a summary email once all holders are processed.
Credit, refunds and calculation
Approved amounts credit the levy account against the next bill. Unused credit appears as CR and offsets future charges; if no bills are upcoming, request a refund to the bank account. The waiver equals monthly levy minus payable levy. For waiver on 1–15 September, the remaining 15 days cost 15 × S$21.37 = S$320.55; S$650 minus that charge gives a S$329.45 waiver.
