Cancelling a Training Work Permit: Special Pass, Levy and Repatriation

The one-week deadline, three-working-day processing, two-week departure and bond discharge.

Timing and processing

The employer or EA cancels within one week after the final training day. Processing is within three working days; levy ends one day before cancellation. An expired permit needs no cancellation, but a holder still in Singapore needs Special Pass to avoid overstaying.

Cancel within one week after departure if the worker has left and will not return to work for the employer.

Pre-repatriation duties

Give reasonable notice, settle outstanding matters including salary and ensure a valid passport. Discuss and agree in writing on transit arrangements, layovers and the allowance to sustain the worker during transit before buying tickets.

Pay airfare with checked baggage and connecting transport to the home-country international entry port or region nearest the hometown. Departure must be within two weeks of cancellation. Check airline health/visa and embassy entry requirements or MFA travel guides.

Worker still in Singapore

Cancel in WP Online and give the printed Special Pass to the worker for departure with a valid passport. If only a short period of work beyond TWP expiry is needed, request a short extension; training cannot continue after cancellation.

Ensure departure before Special Pass expiry. A non-Malaysian bond is usually discharged one week after departure if all conditions are satisfied.

Already departed and post-cancellation steps

Select Worker has already left Singapore in WP Online. The bond is discharged within two weeks after departure verification if all conditions are met.

Training must cease after cancellation. Levy runs to the preceding day; cut the card in half and discard it. Maintain lawful stay; overstaying and employment without a valid work pass are criminal offences.
