Birth registration and passport
For a baby born in Singapore, register birth with ICA within 14 calendar days. ICA issues the birth certificate and advisory confirming a 42-day Special Pass from birth. Within those 42 days, obtain the baby’s passport from the embassy/high commission and apply for and obtain the appropriate stay pass. Delay beyond 42 days is an Immigration Act offence. The six-week period runs from birth, not from later receipt of the paperwork.
Apply once the passport is ready
DP processing takes four weeks for most cases. Apply once the passport is ready; for an urgent application without a ready passport, contact MOM for advice. Even if the application is approved, issuance requires the baby’s passport.
Three extension situations
If the passport is still pending at six weeks, request extension of the ICA-advisory Special Pass only when it expires within seven days. If an MOM-issued Special Pass is awaiting the DP, MOM automatically extends it 28 days and sends an SMS one day before expiry. If no DP will be sought, approach ICA for a visit pass or Special Pass extension; contact ICA before visiting Visitor Services Centre, Level 4, ICA Building.
If DP is unsuccessful
Ensure departure before Special Pass expiry; MOM will not extend it for an unsuccessful DP. If the baby cannot leave before expiry, apply to ICA for a visit pass at the Level 4 Visitor Services Centre.
