ONE Pass: Eligibility Routes, Flexibility and Renewal

Purpose and permitted activities

The Overseas Networks & Expertise Pass (ONE Pass) is a personalised pass for top talent in business, arts and culture, sports, academia and research. It allows concurrent employment, operation and founding of multiple companies, subject to contractual terms. Changing jobs does not require a fresh pass. Holders are exempt from COMPASS and FCF advertising requirements and have no foreign-worker levy or quota. A first pass and each eligible renewal can last up to five years.

Current or last employment route

Earn at least S$30,000 fixed monthly salary, or its foreign-currency equivalent, for the 12 consecutive months immediately before application. Where applicable, overseas candidates must have worked for an established company overseas during those 12 months. Established means at least US$500 million market capitalisation or US$200 million annual revenue; global-office combined figures may be considered case by case. Existing work-pass holders need at least one year of work in Singapore. Salary must normally qualify from one employer: S$20,000 plus S$10,000 from two employers does not qualify, while S$30,000 plus S$5,000 does. Other income is considered case by case.

Prospective Singapore employment route

A future Singapore-based established employer must offer fixed monthly salary of at least S$30,000. The employer must satisfy the same US$500 million market-capitalisation or US$200 million annual-revenue test, with global combined figures assessed case by case. Apply only when employment will start within six months. MOM assesses every candidate individually, so satisfying a salary headline alone does not replace the other route conditions.

Outstanding achievements route

Candidates with outstanding achievements in sports, arts and culture, or academia and research may qualify without the salary criterion. MOM and agencies including MCCY, MOE, NRF and A*STAR assess work and key achievements holistically. Submit evidence appropriate to the sector; this is an assessed alternative route rather than automatic recognition based on a job title.

AI and Tech track: opens 28 January 2027

The announced track is not open until 28 January 2027. It requires at least S$30,000 monthly remuneration for the preceding 12 consecutive months, with fixed monthly salary at least S$22,500 and any remainder potentially including assessed vested non-cash components such as ESOP or ESOW. Candidates need at least five cumulative years within the previous ten as a tech-firm founder/C-suite executive or in a technical role, or across both. Current or last employment must be in a tech company, tech division or tech venture-capital firm. The company must have at least US$500 million valuation/market capitalisation, US$200 million annual revenue, US$500 million assets under management, or, for a tech startup, US$30 million funds raised.

Application, fees and processing

Eligible candidates, appointed agents or employers can apply, but only one work-pass application for a candidate may be pending at a time. The online application costs S$105 and most cases take four weeks; outstanding-achievement cases may need more agency assessment. Prepare complete evidence and respond to further requests. An approved IPA normally allows six months to enter Singapore and issue the pass. Issuance costs S$225 plus an applicable S$30 Multiple Journey Visa fee.

Issuance and card registration

The holder must be in Singapore. With Singpass, issuance uses EP eService; without it, book EPSC. Prepare passport and immigration records, IPA, the signed ONE Pass declaration, any medical declaration or existing-pass cancellation email, local mobile number and residential address, and card delivery recipient details. A one-month notification letter permits work and travel. Complete any fingerprint/photo registration within two weeks and set up SGWorkPass; card delivery is normally within five working days after registration or verification.

Family members and spouse employment

A legally married spouse and unmarried children under 21, including adopted children, can receive Dependant’s Passes. A recognised common-law spouse, unmarried stepchildren under 21 and the holder’s parents use Long-Term Visit Passes. The family table also lists unmarried disabled children aged 21 or above under Long-Term Visit Passes, notwithstanding its later general statement about over-age children. Both a legally married spouse on a DP and a common-law spouse on an LTVP can apply for a Letter of Consent to work. Family applications generally take four weeks; wait for the main pass approval to avoid fees at risk if it is rejected.

Renewal criteria

Renewal is for up to five years and can be requested up to six months before expiry. Meet either an average fixed monthly salary of at least S$30,000 over the past five years in Singapore, or have started and operate a Singapore company employing at least five locals, each earning gross monthly salary at least the prevailing EP minimum qualifying salary. The company-employment route is an alternative to the salary-average route, not an extra condition attached to every renewal.

Annual notification and restricted occupations

MOM’s overview directs reporting professional activities and annual income by 31 January of the next year. Its notification page explains that holders required to participate receive an email with instructions and report employers, occupations, prior-year income and other professional activities. Follow the invitation and current exercise instructions. Update residential address or mobile number within two weeks. Passport number and expiry updates are immediate in EP eService. Media or religion-related restricted occupations require MOM approval before work begins; most requests receive a response within three weeks.
