Tuas explosion: director, company and manager sentenced

MOM publication date:

Announcement and status

Stars Engrg director Chua Xing Da received 18 months and one week in prison for safety offences and abetting obstruction of justice. The company was fined S$500,000 and production manager Lwin Moe Tun received six weeks for obstruction. The 24 February 2021 explosion killed three workers and injured seven.

Case details and examples

A heated mixer repeatedly overheated, leaked oil and emitted smoke; there was an earlier fire. Failures involved risk assessment, procedures, maintenance, supervision and training. The manager deleted important heater-related messages at Chua’s instigation.

Official advisory and follow-up

The Inquiry Committee found the incident preventable and combustible-powder controls inadequate. Government accepted its recommendations; enhanced higher-risk machinery and dust measures took effect in January 2025, including supply-chain duties and dust labelling and notification. Safety responsibilities extend to managers and decision-makers, and evidence must not be destroyed.
