Specified offences rather than a general power
The list refers to particular subsections of the Act and regulation 7(2) of the 2015 registration regulations. The Registrar's composition power is exercised under section 37. Consequently, the instrument identifies which offences can use that mechanism; it neither sets an identical settlement amount for every breach nor changes the underlying duty described in the referenced provision.
