Order and publication are different dates
The committee ordered the penalty on 12 July 2004; the notice was electronically published on 23 August. Costs were also ordered, but the notice does not quantify them. The S$5,000 figure consequently describes the penalty component, not the full financial amount potentially payable under the order.
