What Does C2 Assess?
C2 assesses qualifications under EP COMPASS Stage 2. Scores are 20, 10 or 0 depending on the qualification category. Check both the awarding institution and recognition conditions rather than the certificate title alone.

Can a Candidate Without a Degree-Equivalent Qualification Apply?
Without a degree-equivalent qualification, C2 scores zero. Do not submit non-scoring qualifications for this criterion. The candidate may still reach at least 40 COMPASS points through other criteria, while meeting Stage 1 salary and other EP requirements. Even 20 C2 points alone does not establish EP approval.
When Are Qualifications and Verification Proof Required?
If C2 points are needed, submit the qualification and verification proof together in the EP application. If C2 points are not needed, neither is required for this criterion. Prepare evidence according to MOM’s document requirements, and check any separate occupation or SOL requirements. Not needing C2 points does not waive every qualification requirement.
Institution Lists and Pre-Application Checks
MOM updates the relevant lists annually. Before applying, check the latest institution and professional qualification lists and the conditions for qualifications awarded through local PEIs. Ensure the awarding body, qualification category and verification evidence match. An old ranking or institutional marketing does not establish 20 points; assess the other COMPASS criteria as well.
