What Does EP Qualification Verification Check?
EP qualifications must be authentic and awarded by accredited institutions. Here, qualification verification means evidence accepted by MOM, beyond a certificate copy or notarisation. Reconcile the declared qualification, awarding institution and identity before selecting an accepted verification route.
When Are Qualifications and Proof Needed?
Under COMPASS C2, submit qualifications and verification proof when qualification points are needed; otherwise they are not required for that criterion. Applicants without degree-equivalent qualifications can reach 40 points through other criteria. Check the overall application in SAT; verification itself is not EP approval.
Route 1: Listed Background Screening Companies
Use a screening company on MOM’s list and obtain proof bearing an MOM verification reference number. Reports issued before 1 September 2023 need reissuance with that reference. Confirm country coverage, fees and timing with the provider before commissioning work.
Route 2: Government or Awarding Institution Portals
Eligible portals must provide official English content and be public and verifiable by MOM. The examples list is non-exhaustive. Self-translating portal evidence does not make a source eligible. If no suitable portal exists, use a listed screening company. Qualification letters from professional bodies are also listed sources.
China: Select the Correct CSSD Report
For Chinese qualifications, use the relevant CSSD proof: Diploma requires the Online Verification Report of Higher Education Qualification Certificate; Degree and above requires the Online Verification Report of Higher Education Degree Certificate. Match the declared qualification. The Online Verification Report of Student Record is not accepted as a substitute.
Route 3: OpenCerts Requires the Digital Certificate
OpenCerts covers selected institutions. Submit the digital certificate in .opencerts format rather than a screenshot of the verified webpage. Obtain the institution-issued file and retain its original format for submission under MOM’s instructions.
What Is Not Accepted as Verification Proof?
Not accepted as verification proof: education certificates, notarised documents, school letters, CSSD student-record reports, self-translated portal evidence, unverifiable sources such as HEDD, My eQuals or National Student Clearinghouse, and OpenCerts screenshots. A document may have another supporting use without being accepted verification proof.
Must Verification Be Repeated for Each Application?
A qualification generally needs verification only once. However, where a previous employer used pre-1 September 2023 proof, follow MOM’s FAQ to resubmit proof with its reference number; missing provider records require reverification. If the institution auto-populated from the number differs, check whether it is the latest name, otherwise contact MOM.
Translations and Name Differences
Upload non-English originals with English translations as one file; a translation provider may translate them. This general rule does not make self-translated portal verification acceptable. If names differ from the passport, include an explanation and supporting evidence such as a deed poll. Address identity, translation and verification separately.
EP Verification Checklist
Check whether C2 points are needed; reconcile institution, identity and qualification; choose an accepted source; distinguish CSSD qualification, degree and student-record reports; check screening references; retain original OpenCerts files; combine translations correctly; and keep submitted proof and reference numbers. Verify providers against MOM’s current list.
