Permit conditions and good conduct
An Entry Permit allows a PR to enter and remain; a valid REP permits repeat entry during its validity. From 1 December 2025, conditions address breaches of permit terms, legal contraventions and conduct contrary to national/public interests, peace, order or welfare. Conviction or undesirable conduct can trigger a PR review and cancellation. ICA lists interference in domestic politics, importing foreign politics, harming social harmony and criminal offences as examples.
REP and the rules effective from 1 December 2025
A valid REP is the travel permission associated with retaining PR while overseas. ICA publishes revised loss-of-status rules from 1 December 2025. The two trigger scenarios below have different starting dates. An application inside the 180-day period is not a guarantee of renewal.
| Scenario | 180-day period starts | Loss-of-status conditions described by ICA |
|---|---|---|
| Departure without valid REP | Departure date | No application within 180 days, or an in-time application is rejected, including after returning to Singapore. |
| REP expires while overseas | REP expiry date | No application within 180 days, or an in-time application is rejected, including after returning to Singapore. |
Documents, renewal and NS
Check the REP’s name/UIN and keep a copy when travelling. Renew through Singpass within three months before expiry; transfer to a new passport when needed. NS-liable males must fulfil obligations. Renouncing/losing PR without fulfilment can adversely affect their later work, study, citizenship or PR applications and family/sponsor REP renewals.
