Purpose and applicants
A Singapore citizen under 21 holding a foreign passport can request a Right of Entry endorsement to facilitate Singapore clearance using that passport. The passport name must match the citizen’s record. A parent/proxy requests for a child under 16; follow ICA’s authorisation requirement.
Request, transfer and fee
Use ICA’s request form with the foreign passport and relevant identity/authorisation documents. The service is free; complete requests normally take three working days. When the foreign passport changes, request transfer/update for the new document rather than relying on the old endorsement.
