CARF Regulations 2026: Statutory Registration and Reporting

Determine the reporting nexus and collect evidence

The regulations implement the CARF schedule with Singapore dates and definitions. Providers assess business exchange services and the Singapore nexus, with limited relief where qualifying partner-jurisdiction obligations are fulfilled and the required notification is made. Due diligence establishes all users’ tax residences and relevant entity controlling persons even where the residence is not reportable. Obtain reasonable valid self-certifications before establishing new relationships and maintain the prescribed evidence and review-step records.

Plan registration, returns and retention

Providers in scope during 2027 register by 31 March 2028; later entrants generally register by 31 March after their first in-scope year. Report 2027 onwards by 31 May of the following year, including nil returns where required. Identity and relationship records are retained for five years after the relationship ends; transaction and review-step retention use the specified reporting-year reference. An appointed agent must make records available, and responsibility remains with the provider or trust’s trustee. These duties are forthcoming at the October 2026 review.
