Citizen and permanent-resident buyers
For an HDB flat or new EC, ABSD is fully remitted if any buyer is a Singapore citizen. For an HDB acquisition by permanent residents, remission reduces the payable ABSD to 5%. The concession refers to new EC units, not resale ECs. Other duties and housing eligibility conditions remain separate.
Specified HDB acquisitions
Permanent residents receiving a replacement HDB flat after their original flat is acquired under SERS obtain full ABSD remission. Acquisition of a recess area directly from HDB under its Sale of Recess Area Scheme is also fully remitted from 18 January 2016. Remission is granted automatically upon HDB’s acquisition approval.
