Additional Buyer’s Stamp Duty: Profiles and Property Counts

ABSD is additional to BSD and depends on the buyer’s profile and Singapore residential property interests at the acquisition date.

Singapore citizens pay no ABSD on a first home, 20% on a second and 30% on a third or later home. Permanent residents pay 5%, 30% and 35% respectively. Foreign individuals pay 60%; entities generally pay 65%. Housing developers have a separate 35% potentially remittable charge plus 5% non-remittable duty. Apply the rate to the higher of price or market value; joint buyers generally use the highest applicable profile.

Counting and trusts

Partial and joint interests each count as a property; signed acquisition agreements count before legal completion, while overseas properties are excluded. Living-trust acquisitions generally require 65% upfront ABSD (Trust). Eligible identifiable-individual-beneficiary trusts can seek a refund within six months of execution. Complete and retain the ABSD declaration for at least five years; do not use historical example rates for current acquisitions.
