Singapore CARF Guide: Service Scope and the First Reporting Cycle

The August 2026 first edition explains which exchange providers, crypto-assets and transactions enter the 2027 regime.

Source checked · 11 October 2026 · Document date: 11 August 2026 Future commencement

A crypto investor is not automatically a reporting provider

A reporting CASP conducts exchange services as a business for customers, including intermediaries, counterparties and trading platforms. Sole ledger validation or a fund merely investing in crypto does not automatically meet this service test; separate CRS duties may still apply. Relevant assets exclude qualifying electronic money, central-bank digital currencies and assets not usable for payment or investment. Determine highest jurisdictional nexus and whether documented partner-jurisdiction relief applies before allocating Singapore reporting.

Translate classification into systems

Identify users and applicable controlling persons, validate self-certifications and monitor changes. Aggregate reportable acquisitions, disposals and transfers by asset type; retain external-wallet identifiers where required even though the reported transfer aggregates do not themselves require wallet addresses. Register by 31 March after the first in-scope year and submit information or nil by 31 May following the transaction year. The guide describes XML reporting and a simplified option still under development, not an already available universal manual service. Cessation requires a final return before deregistration.
