Check the business and highest nexus
The chart asks whether exchange services are provided as a business for customers, whether the assets are relevant crypto-assets and whether Singapore is the highest nexus. It ranks tax residence, incorporation, management and regular business/branch presence. Same-tier links to several CARF partners require selecting a reporting jurisdiction and notifying others as applicable. Merely owning crypto-assets does not answer these provider tests.
Collect valid evidence before transactions
New users provide self-certification on establishing the relationship; pre-existing users are reviewed within twelve months of CARF taking effect. Compare identities, residences and tax numbers with AML/KYC evidence, look through relevant entity controlling persons and do not effect relevant transactions without valid reasonable self-certification. Changes require refreshed evidence within ninety days; unresolved changes require considering original and new residences. Reporting aggregates distinguish fiat exchanges, crypto-to-crypto acquisitions/disposals, retail payments over US$50,000 and other transfers. This is preparation for the 2027 regime, not a tax calculation on trading gains.
