Key steps and distinctions
Reporting Singaporean Financial Institutions in scope at 31 December 2017 were required to register for CRS. The legal registration deadline was 31 March 2018, while IRAS encouraged completion by 15 March to leave time for unexpected difficulties. More than 500 reporting institutions had registered when the notice was issued. Reporting status is defined by the CRS Regulations, so being a financial institution alone is not the complete classification test. The notice directs institutions to the registration quick guide to establish whether registration is required, follow the process and resolve common questions. It distinguishes the recommended earlier date from the binding deadline and states that late registration is an offence. This is an archived first-cycle reminder, not a recurring deadline of 15 March for every year and not the separate deadline for submitting CRS returns. An institution using it to review past compliance should verify its status at the specified year-end and retain registration confirmation; current registration and filing obligations should be checked against the current CRS instructions.
