Four stages and who can administer them

This 112-page corporate-tax guide proceeds through firm readiness, client authorisation, staff assignment and client management. Administrators and unrestricted sub-administrators can handle the client functions; restricted sub-administrators cannot authorise/manage third parties or assign client services. The guide allows two administrators per entity and unlimited ordinary users. A staff account alone does not grant a client’s tax access.

Administrator registration

Prepare the firm’s UEN, officer identity/email or signed authorisation letter and identity document, and staff identifiers/email. A key executive may approve when the officer is unavailable. Register with Singpass, enter entity/contact details and choose officer online approval or upload the endorsed letter. Select whether all current/future services are accessible, review and submit. The source describes immediate activation for an officer who registers personally and at least five working days for letter processing; other online requests await officer approval.

Create and activate firm users

Create users individually or by Excel batch; batch creation takes one working day and requires status review. Choose ordinary, enquiry or sub-admin accounts, with the different management rights described in the guide, and remove the default all-firm-service permission where unsuitable. Foreign users without NRIC/FIN need a foreign ID and issuing country. Activation uses the email reference or entity/personal identifiers, a verification code and Singpass or foreign-user emailed OTP. Foreign users may also need Singpass Foreign activation and an IRAS tax-reference registration or identity update.

Obtain both client roles before staff assignment

Clients must authorise the firm through third-party authorisation, granting both preparer and approver roles if staff need both. A firm cannot pass on a service or role the client has not granted. Gather client identifiers and authorisation scopes together with staff names, identifiers, emails and required roles before assigning them. This client-to-firm stage is separate from the firm-to-staff stage.

Direct assignment and the 250-authorisation limit

Select a client’s services and users, review and submit. Foreign-entity clients also require the non-UEN-entity service alongside the tax service. Direct and batch assignment are limited to 250 service authorisations per user in this edition; use groups if more are needed. Direct assignment is immediate but requires updates for each relevant staff/client relationship when portfolios or personnel change.

Batch assignments, foreign identifiers and exact dates

In the Excel worksheet, add a row with IRAS, client service, client entity ID, user identity/name and authorised role. For a foreign client, use its Corppass-issued entity ID and add a separate non-UEN-service row carrying the IRAS tax reference in the designated otherwise-blank field. Effective dates must exactly match the client’s authorisation. Upload no more than 10 MB, verify assignment count and submit. The source allows one working day, then review processing/completed/error statuses and resubmit corrected failed rows.

Group assignment and common permissions

Groups simplify portfolio changes. The guide permits up to 80 groups per firm and 250 service authorisations per group, with processing potentially taking one working day. Create an IRAS client-service group, name it, optionally describe it, add users and select client services. Every member receives the same group permissions. Add the non-UEN service for foreign clients. After review and submission, users can work on the group’s services in one portal session.

Change groups and understand deletion

Group management shows group details, members and assigned services. Add/remove users or client services using group controls or the equivalent home-menu shortcuts. Removing a group removes every member’s access through that group, whereas removing one user or one service narrows the specific relationship. Review group membership when staff move portfolios so common permissions remain appropriate.

Manage client and staff access

Client management shows profile, authorised services, history, groups and users. Remove a client or individual service no longer needed. Missing services require renewed client authorisation; they cannot be created merely by adding a staff member. Add/remove group service relationships or direct user rights as appropriate. User-account management separately shows an employee’s assigned client services, with controls to add or remove access.
