Acting for buyers

Make a legal requisition before transfer because buyers can become liable for unpaid property tax, including earlier arrears. Authorised firms can obtain statements of account within 93 days of the requisition. Non-subscribers can use CrimsonLogic service bureaus, with the source quoting S$3 per statement request. For newly completed properties, establish the developer’s billing approach and allocate tax from TOP according to the parties’ liability dates.

Acting for sellers

If the seller has paid the full annual bill, seek the buyer’s reimbursement for the period after transfer. IRAS does not apportion tax between the parties. File the Notice of Transfer within one month and verify the submitted ownership details. Confirm actual valuation-notice timing with the developer rather than relying on a generic project timetable.
