Electricity Market Participants: Supplies and Financial Settlements

Account for electricity separately

Electricity supplied in Singapore is standard-rated goods. Generators, the market operator and retailers account for their own supplies, using invoices or valid self-billing and the earlier invoice/payment rule. Contracts for differences and vesting contracts do not involve physical delivery between the financial-contract parties. Their realised net gains or losses are exempt supplies and reported as the specified absolute amount by the contractual parties.

Trace settlement and pass-through flows

The market operator’s settlement-agent payments are not its exempt financial supplies. Passing vesting gains between the support-services licensee and retailer is distinct from passing them to consumers, where they form part of electricity consideration. Embedded-generator price neutralisation also has its own no-supply treatment. Retain contract, settlement and invoice reconciliations so taxable electricity, exempt financial results and non-supply movements are not netted into one classification; apply the relevant input-recovery rules.
