Purpose, eligibility and the ordinary route
A COR confirms Singapore tax residence for claiming treaty benefits. The FAQ allows Singapore-resident companies to apply but excludes nominee custodians that are not beneficial owners and Singapore branches controlled and managed by overseas parents. Ordinary applications have been electronic since June 2017, with written applications reserved for specific situations. The document is dated 15 December 2021, so these statements describe its edition.
Application years and full-calendar-year residence
The edition permits the current calendar year and four preceding years; the following year can be requested from October to December. Use the year foreign income is received, not the assessment year or financial year-end. COR residence covers control and management exercised or expected in Singapore for the entire calendar year. Incorporation and treaty effective dates constrain available years; a sub-fund is additionally constrained by its relationship-start date with the VCC.
Authorisation and internal approval
Company staff and third parties need Corppass authority. Preparers complete and forward; approvers can prepare, approve and formally submit. No automatic alert is sent to an approver in this FAQ, so the preparer must inform them. A pending application can be edited by the approver, or deleted and replaced. Retrieve the successful-filing acknowledgement from corporate-tax notices; an internal handoff is not formal transmission.
Processing and notice preferences in this edition
The FAQ gives seven working days for electronic applications and fourteen working days after complete information for written cases, with longer processing possible for complexity. Approved digital copies are downloadable/printable in the portal. With email preferences, it describes another one to three working days for notification and no paper notice; with paper preference, allow up to four working days for delivery. These are the document’s historical service times, not newly verified current promises.
Portal assessment-year labels
An approved COR for calendar year 2020 appears under YA2021: the portal label follows the calendar year being certified. For an umbrella VCC applying for itself and a sub-fund for different years, confirmation and acknowledgement sit under the latest assessment-year label and the VCC reference, while the actual certificates remain under their corresponding years. Do not confuse the portal indexing label with the calendar year entered in the application.
Income categories and repeat customers
Choose the closest income category, including consultancy, dividends, transport, interest, management/professional/technical/service fees, royalties, commissions, premiums, goods, software licensing or specified other income. Maintenance/support can use service fees, and freight includes shipping/air transport, including passengers. A different customer or income type does not require another COR for the same jurisdiction and calendar year; download the existing certificate.
Company-owned businesses and VCC sub-funds
A company applying for its sole-proprietor or partnership business writes with company/business names and UENs, reasons, calendar year, jurisdiction, income nature/amount, payer, remittance date and confirmation of Singapore control/management for the whole year. An umbrella VCC applies for itself and sub-funds, identifying each sub-fund by tax reference; at most five sub-funds per application and further batches are needed for more.
Technical problems
The FAQ suggests clearing cache and closing active applications before filing. Persistent errors should be reported through myTax Mail with time/date, company and login-person tax references, action at which the error occurred, operating system, browser/version and the message or screenshot. It also lists IRAS’s company-tax telephone assistance. Historical examples of operating systems and browsers are examples, not requirements to use those obsolete products.
