Start with actual double taxation
The chart first checks Singapore tax residence and whether the income is taxable in Singapore. Foreign tax must actually have been suffered on that income. Without these conditions, FTC is not granted under the chart. The existence of a DTA alone is insufficient: the income must fall within the relevant treaty provisions. If no DTA applies, consider unilateral tax credit under its own requirements rather than assuming treaty relief.
Consider refunds and remedies
A successful foreign-tax refund means no credit should be claimed for the refunded tax. Where treaty scope or foreign treatment is disputed, the chart points to domestic remedies or the relevant treaty’s Mutual Agreement Procedure. A qualifying credit remains subject to its claim time limit. Keep residence, foreign assessment, payment and refund evidence together so that the claim reflects tax actually borne rather than a gross foreign withholding later recovered.
