Property Numbers: Applying, Changing and Withdrawing Through PNAA

The house/unit numbering guide explains every new, unit-change, house-change and withdrawal branch, maps, plan limits, ownership particulars and final submission.

Choose new, change or withdrawal after planning approval

The 26 April 2023 guide covers all five application modules. Layout changes from new erection, redevelopment, addition/alteration or demolition require a building-identification application. Obtain the relevant Written Permission/Planning Clearance and approved plans before applying; Planning Clearance concerns ministry/government projects. New includes private/public development and additional units at existing development; Change includes unit reconfiguration or house renumbering after street/main-entrance change; Withdrawal removes all or selected obsolete numbers. Once allocated, display house/unit numbers conspicuously from road or main entrance under the display guidelines.

Common login, site polygon and URA selection

Use Property Name and Address (PNAA), log in and Add a New Application; one-time setup/account update and two-step verification may be required. Locate using old IRAS address, building name, postcode or land description. Show Land Boundary helps check the polygon; redraw with the drawing tool if wrong, then Confirm Location. New applications retrieve Former Address on Site and URA Development Applications from that polygon. Add More/delete corrects old addresses. Select/Edit Development Application and Confirm the correct URA application; if missing, search its ES Reference ID. Approval of new house/unit numbers withdraws all existing unit numbers assigned to the former address, making accurate old-address selection essential.

New houses and units: generate and verify

Select New House and/or Unit Number and the development type; new private/public development or redevelopment requires the appropriate URA approval. Add House Number with an SBNB-approved street. Choose house numbers only, houses plus units, or new units for existing houses. For a single number such as55 Newton Road enter55 in the first range field and Continuous Numbers, then Generate. For units, Add/Edit New Unit Number, enter storey/unit ranges and URA-approved Use, Generate, add/delete entries or correct uses, then Save. At most2,000 units may be generated; applications exceeding this must be split into parts. Check the automatic house/unit totals, Export if useful and confirm the checkbox; return to Add/Edit to correct.

Change unit numbers after layout reconfiguration

Select Change House and/or Unit Number and locate the site. Answer No to renumbering caused by street or main-entrance change when the issue is splitting, combining, adding units or floor-area changes. Add Existing House Number, approved street and range; a single1 Punggol Drive uses1 and Continuous Numbers. Generate, then Add/Edit Existing Unit Number with storey/unit ranges, continuous/odd/even choice and approved use. The system validates that old units exist in IRAS records. Enter proposed new unit numbers and reasons, add/delete as needed, Save, verify totals and upload plans/documents. The rendered example shows Combine Units; select the actual reason rather than copying the example.

Change a house number after street or entrance change

Use the same Change application but answer Yes to a street/main-entrance change. Add the existing street and house range, Generate and supply the proposed New House Number, New Street Name, Effective Date and Reason for Change. Add/Edit existing affected units with storey/unit ranges, continuous/odd/even and approved use, validate existing records, enter proposed units and Save. Verify automatic totals and confirm. This branch changes the house address and carries affected units; it differs from the layout-only unit branch.

Withdrawal has three different scopes

For removed/demolished buildings or unnecessary units, choose Withdraw House and/or Unit Number. Locate the site and Add House Number/range, using the first range field and Continuous Numbers for a single house. Generate, then choose: withdraw house and all units; withdraw all units while retaining house; or withdraw some units while retaining house and others, such as removing an ATM unit. Enter relevant storey/unit ranges, Generate and Save, resolving invalid IRAS-unit errors. Check totals/Export and confirm the list. Annotate withdrawn numbers on the demolition/removal site plan before upload.

Plan and supporting-document limits for every branch

Site plans must show annotated house numbers and accept PDF only, maximum2 MB. Approved building plans accept PDF up to20 MB; typical-floor and distribution plans where relevant are recommended, with clear boundaries and proposed unit numbers. For supporting approvals such as Temporary Occupation Licence, landowner no-objection or public-block/street details, permitted formats are BMP,DOC,DOCX,GIF,JPG,JPEG,PDF,PNG,PPT,PPTX,TIF,XLS,XLSX with total attachments at most20 MB. The same attachment categories appear in new, unit-change, house-change and withdrawal modules. Clear demarcation and numbering reduce processing delays.

Individual and business applicants, owners and final submission

Developers, owners or appointed representatives may apply. Individual Singpass login pre-fills applicant particulars from MyInfo; Clear enables manual entry. Business Corppass login pre-fills company and applicant particulars from Enterprise Data; company fields may also be cleared. Applicant phone/email are mandatory; alternative phone/email are optional, and all entered emails receive the same notifications. Owner information is mandatory: where the same as company particulars, tick the matching box; otherwise choose individual or corporate owner and provide details. Owner phone/email are mandatory. Declare truth, correctness and completeness and Submit; declaration wording may differ for company-owner matching. Successful submission emails applicant and owner, including alternatives.

Drafts, approval prerequisites and contact

Planning approvals and building plans must already have agency approval before submission. A Draft is not received by IRAS and is not a successful application. It remains available only30 days after its last edited date, distinct from final submission.
