Apply residence and institution definitions
The agreement uses the administrative-assistance Convention as its exchange basis. Latvia’s Ministry of Finance or authorised representative acts as competent authority. Account data include CRS-resident holders and relevant passive-entity controlling persons, identifiers, balance or closure, and account-type-specific payments. Institutions and branches are allocated to the jurisdiction in which they reside or operate, avoiding reporting a foreign branch as though it were a Singapore institution.
Prepare complete annual data
The authorities exchange 2017 and subsequent-year information within nine months after year-end, provided domestic reporting legislation is effective. Singapore’s initial custodial gross-proceeds category for Latvian accounts begins in 2018. XML exchanges include currency identifiers and agreed encryption. Authorities cooperate on incorrect or missing data and notify confidentiality failures. Institutions should validate residence and tax-identifier evidence, file through their domestic authority and use current reporting-year rules; the treaty mechanism does not replace those operational obligations.
