Scope and eligibility
An employment agency placing workers with other employers needs this MOM licence. Recruitment solely for the business's own employees is excluded. ACRA activities must include SSIC 78103 or 78104. Comprehensive licences cover all worker types; Select licences concern workers earning more than S$4,500 monthly and cannot include SSIC 78103.

Documents to prepare
- ACRA Business Profile with director names matching identity documents
- identities of all registered directors, including overseas directors' passports
- URA/HDB approval for home operation.
Attachment filenames must be no longer than 130 characters and use letters, digits, underscores or hyphens. Spaces are converted to underscores. Check the accepted file formats and size for each upload field in the official application.

Important details and examples
Comprehensive agencies require the applicable CEI tests for key appointment holders and agency personnel. Declare relevant family affiliations for both new and existing agencies. The directory sidebar says 14 working days while its FAQ says seven for a complete application: confirm the current service standard with MOM.
