Scope and eligibility
This licence covers food or drink stalls within food shops, canteens, coffee shops, food courts and private markets. An independent restaurant instead falls under Food Shop licensing. NEA-managed hawker stalls use the relevant tender and tenancy route.
Application steps
- Submit the complete stall application with the tenancy, stamp-duty evidence and metric location layout
- respond to SFA corrections
- after meeting requirements, pay within 28 days of the payment notice. Check that the previous operator has cancelled the old licence when taking over.
Documents to prepare
- Stall layout and location within the food premises
- tenancy or owner consent
- food-handler Food Safety Course Level 1 or refresher certificate
- other requested documents.
Attachment filenames must be no longer than 130 characters and use letters, digits, underscores or hyphens. Spaces are converted to underscores. Check the accepted file formats and size for each upload field in the official application.

Important details and examples
If the agreement is said to be outside stamp duty, provide IRAS clarification. With SFA GIRO, commencement follows the approval email; otherwise it follows payment. Incorrect licensee or licence type requires a fresh application.
