Check the prerequisites
The employer or appointed employment agent applies through EP eService. Advertise and consider candidates fairly before applying; a first-time S Pass employer must declare its business activity. The company needs a CPF Board account for quota calculation. The candidate’s passport must remain valid for at least seven months, and the pass can extend only to one month before passport expiry. The candidate need not be in Singapore during the application.
Submit and monitor the application
Obtain the candidate’s written consent and complete the candidate’s form. Update the organisation’s turnover information for the preceding three years. Submit the application and supporting documents, selecting the option to be considered for both EP and S Pass, and pay S$105 by GIRO, Visa, Mastercard or Amex. Online applications are processed or receive an update within 10 business days; further evidence can extend that period. Check status after 10 business days and review email requests. In EP eService, choose Work Passes, select the application and Submit documents or View details as directed; an email may instead direct submission through an online form.
Approval, family applications and entry
Print the in-principle approval and send the candidate their copy. It is a pre-approved single-entry visa giving 60 days to enter Singapore and issue the pass, and states any required medical examination. Bring the candidate in only after approval; MOM cannot extend their visit pass merely because the S Pass is not approved. Family applications can be submitted simultaneously, but MOM recommends waiting for main-pass approval because their fees are lost if the main application fails.
Prepare insurance and care before arrival
Check the latest travel requirements. Buy medical insurance and work injury compensation insurance where applicable. A Primary Care Plan is needed for workers living in dormitories accommodating seven or more workers or working in construction, marine shipyard or process sectors. Declare the purchase in EP eService before issuance. S Pass holders are encouraged to complete the Cultural Orientation Programme before starting work.
Issue the pass within 60 days
The candidate must be in Singapore. Submit issuance details through EP eService and pay S$100 using the same listed payment methods; processing is immediate. Provide passport particulars, Singapore contact and immigration-pass details, medical and applicable work-injury insurance details, the completed medical examination, an eligible residential address, the card delivery address, and identification/mobile details for up to three authorised recipients. Where requested, upload the passport arrival page, medical examination or declaration, and the IPA declaration signed for the employer by authorised HR personnel or an employee holding at least a managerial position.
Notification letter and medical-result delays
The one-month notification letter is emailed to employer and candidate. It permits work and travel while the card is pending and states whether biometric registration is required. Request an extension if registration needs longer. If medical results delay issuance, request a Short-Term Visit Pass extension 7–14 days before its expiry with a doctor’s memo stating the result collection date. For a visit pass expiring on 17 February, the source gives 4–10 February as the request window. A late request may incur overstaying fines.
Registration and the digital pass
If required, complete fingerprint and photograph registration within one week of issuance by appointment at MOM Services Centre, Hall C. Bring the original passport, appointment and notification letters, and a phone with a local number and Singpass and SGWorkPass installed. Registration includes Singpass setup. On that day, sign into SGWorkPass with Singpass to access the digital pass and employment details. Holders not required to attend registration should still set up the digital pass.
Card delivery and failed deliveries
This detailed application page, updated in August 2026, states delivery within five working days after biometric registration or document verification; an older key-facts page states four working days. Follow the detailed instructions and delivery updates. Recipients receive an SMS or email at least one working day before delivery. The candidate shows a passport or digital pass; an authorised recipient shows NRIC, FIN or passport. If the card does not arrive, check the uploaded documents and ask the employer or agent to check delivery details. After two unsuccessful deliveries, collection at Hall C is available after three working days without an appointment. Bring the candidate’s original passport or digital pass and notification letter; an authorised collector also needs an employer authorisation letter, their NRIC or passport, the candidate’s original passport and notification letter.
