Start with recruitment and eligibility
The S Pass section brings together MOM’s guidance for employing eligible foreign skilled workers. Before submitting an application, review the fair consideration requirements, assess the candidate’s eligibility and check the employer’s quota and levy position. These are separate checks: a candidate’s eligibility does not remove the employer’s hiring obligations or quota limits.
Prepare the application and employment arrangements
Use the documents-required page to prepare the application, then follow the application instructions to submit it and check its status. Review the medical-insurance and salary-payment requirements as part of the employment arrangements. If an application is rejected, the appeal page explains when an appeal is appropriate and how an authorised party can submit it.
Manage the pass throughout employment
Once a pass has been issued, use the renewal, cancellation and card-replacement guidance for the relevant transaction. Notify MOM when company or pass-holder details change, including occupation, passport particulars, salary or residential address. For a transaction or status check, the section links to the Employment Pass eService, the work-pass status service, business-activity declarations and appointment management.
