Policy Highlights: S Pass Salary Changes
From 1 January 2027, new Singapore S Pass applications use updated qualifying salary requirements. Starting fixed monthly salaries rise to S$3,600 outside financial services and S$4,000 in financial services. Requirements differ by age; renewals use pass expiry to determine the applicable rules.
- Non-financial sectors: starting salaries for age 23 or below rise from S$3,300 to S$3,600; age 45 and above rises from S$4,800 to S$5,100.
- Financial services: starting salaries for age 23 or below rise from S$3,800 to S$4,000; age 45 and above remains S$5,650.
- Renewals: upcoming requirements apply to S Passes expiring from 1 January 2028. Do not substitute application timing for pass expiry.

These tables show five ages. Use MOM’s full table for other ages. All amounts are fixed monthly salaries in Singapore dollars. Financial-sector increases vary by age; the age-45-and-above threshold is unchanged.
Example 1: age 30 · non-financial sector
Current fixed monthly salary threshold: S$3,777.
New applications from 2027 or renewals expiring from 2028: S$4,077, an increase of S$300 per month.
Example 2: age 35 · financial services
Current fixed monthly salary threshold: S$4,809.
New applications from 2027 or renewals expiring from 2028: S$4,900, an increase of S$91 per month.
After Salary: Review Employer Quota and Costs
Employers must review quota and pay the monthly foreign worker levy for S Pass holders. Budget salary, levy, medical insurance and operating costs separately. Use MOM’s SAT before applying and confirm actual employment arrangements.
Employers must arrange compliant medical insurance before S Pass issuance or renewal and maintain coverage. Insurance costs cannot be passed to workers. Salary changes must reflect genuine employment and payment arrangements, not just a revised form.
S Pass Application and Renewal Checklist
Record age, sector, submission timing or pass expiry. Reconcile fixed salary with the contract, then check employer quota, levy and insurance. Update changed role, employer or salary records and assign submission and follow-up responsibilities.
S Pass Questions
Does Meeting the Starting S Pass Salary Guarantee Approval?
No. Starting amounts apply to age 23 or below; older applicants have higher thresholds. Review other eligibility conditions, employer quota and employment circumstances. Meeting the table or a positive SAT assessment is not an approval notice.
Does Everyone in Financial Services Need an Extra S$200?
No. S$200 is the increase for age 23 or below. At age 35, the threshold changes from S$4,809 to S$4,900; at age 45 and above it remains S$5,650. Review each employee’s actual age rather than applying a uniform increase.
