Report and apply promptly
The employer or appointed employment agent must request replacement within one week of loss, theft or damage. A stolen card also requires a police report. For loss overseas, the employer must inform MOM immediately so it can issue a letter for entry into Singapore. MOM may request an interview and replacement remains subject to approval. A lost card later found must be returned immediately by post to Ministry of Manpower, 18 Havelock Road, Singapore 059764.
Replacement charges and submission
Damage costs S$65.40; the first loss or theft costs S$109, and subsequent loss or theft costs S$327. These fees include GST and are non-refundable once the request is submitted. Apply through EP eService and pay by GIRO, Visa, Mastercard or Amex. If the holder has lost the card three or more times, use MOM’s replacement request route instead of EP eService. Most requests are processed immediately. Employer and holder receive an emailed replacement letter when approved.
Collect after four working days
Collection is at MOM Services Centre, Hall C, four working days after approval, without an appointment. Bring the original passport, replacement letter, damaged card where applicable, and police report for theft; translate an overseas report into English. Lost or stolen replacements must be collected personally. For damage, an authorised collector may attend with a company authorisation letter, their NRIC/pass card/passport, the damaged card, the holder’s original passport and replacement letter.
Use the digital pass when appropriate
MOM encourages use of the digital work pass in SGWorkPass to reduce physical-card loss or damage. It is free and available immediately once set up; this does not remove the stated duty to arrange replacement of a lost, stolen or damaged physical card.
