Who must declare
A business employer that has never applied for WP or S Pass must declare activity before its first application. MOM assigns the most relevant sector, which determines hiring limits; applications follow after assignment. Domestic-helper employers do not declare. Have a CPF account/CSN and at least one month of local CPF contributions. Manufacturers need a valid Factory Notification/Registration and Workplace Number. Submit licences when required.
Food-business evidence and processing
A new food outlet without its SFA licence may submit the SFA Application for Foodshop Licence letter. Licence holder name, address and validity must match the application, and the licence must be valid when applying. Complete the declaration in WPAR and check after two working days. If additional documents are requested, submit them and check again after seven working days. The declaration/status service runs daily except 3–4am.
Changing or adding an activity
Request approval if hiring under a separate activity or changing activity while retaining foreign workers. Approval may allow a new CPF account. Submit the relevant evidence below; MOM emails the outcome within three weeks.
