CPF Panel Annex B: public views on retirement sums and withdrawals

Historical document: dated proposals, examples and limits are identified in the sections below.

Historical policy record

This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.

Consultation approach

Annex B summarises focus-group and written feedback supporting Part One. Participants came from varied ages and circumstances; the annex records contrasting views rather than a representative poll or unanimous preference. Experiences exposed gaps in understanding of CPF, Minimum Sum and lifelong payouts.

Assurance and different retirement needs

People sought clearer advance notice of changes and an understandable link between sums and monthly payouts. Some worried about not reaching the Minimum Sum; others felt the basic payout was too low or wanted options matching household resources. Housing, spouses’ balances, work history and expectations shaped the response.

Withdrawals and education

Participants valued access to savings for immediate needs but also recognised risks of depletion and reduced income. Views differed over timing, amount and controls; some proposed incentives to keep money in CPF. The annex calls attention to early general education and targeted advice near retirement. These suggestions informed the panel’s trade-offs; they are not independent withdrawal entitlements.
