Historical policy record
This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.
Preferences for payout paths
Participants generally expected living costs to rise but disagreed on the best payout pattern. Some liked escalation yet resisted a lower start; some would keep working; others expected more spending early or preferred certainty and early access in case of death. Choice was welcome, but too many plans could confuse. These are qualitative views, not a popularity ranking.
Confidence, costs and guidance
Investment decisions depended on confidence in beating CPF interest, time, knowledge and perceived risk. Some wanted a guide explaining returns, risks and fees. Less experienced members appreciated fewer choices; self-directed investors valued the broader CPFIS menu. Passive diversified funds were seen as potentially lower cost, although not all expected superior returns.
Long-term commitment and flexibility
Participants differed on staying invested: some would accept ten years or more, others wanted flexibility for housing or changed circumstances and asset switching. The annex records these competing preferences to explain why the panel balanced simplicity, risk management and choice. It does not promise unrestricted switching or approve any investment.
