Historical policy record
This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.
Why propose another investment route
The panel distinguished members content with CPF interest, knowledgeable active investors and members who wanted investment made simpler. CPFIS offered many products and required choices and ongoing management. The proposed LRIS targeted the last group, not a requirement that all members invest. Comparative international retirement systems informed the design.
Recommendations 12–14: simple, diversified and low-cost
Offer a small number of broadly diversified long-term funds, potentially with a lifecycle approach that reduces risk as retirement nears. Aggregate savings for purchasing scale and use passive rather than expensive active management. The report cites a potential annual cost of 0.5% or less compared with CPFIS funds up to 1.75%, as an estimate rather than a promised fee or return.
Recommendation 15: buffers and investment horizon
The report proposed retaining the first S$20,000 OA and S$40,000 SA outside investment. OA buffers could support housing during unemployment; the SA buffer received extra interest under then-existing arrangements. A long runway could help withstand market cycles, but neither time nor diversification eliminates loss. These account references are historical.
Conversion to income and recommendations 16–17
The panel envisaged eventually using investments for CPF LIFE, with flexibility in liquidation timing to reduce market downturn risk while starting payouts by the chosen age up to 70. It proposed active education and reminders, and an expert investment council to advise risk levels, asset allocation and implementation. International examples and research references are supporting evidence, not evidence that the proposal was already launched.
